I'm afraid that what I've observed over and over again from Bush and his cohorts is this public tendency to make the statements that would appear to precede assistance, but then woefully and pathetically shortchange the victims with their meager follow through. Sad to say, I think he just goes out and says what he thinks is expected of him, then he goes behind closed doors with Cheney and his other cronies and asks the question "do we really have to DO anything for these people?" The answer is usually no, so nothing gets done. This administration lumbers forward from disaster to disaster. Shameful.
