It sounds like there are some territorial issues here.
He comes home to the place where he lived before and behaves as if he is still there, by himself. You cannot decorate because it was his place first.
A change in surroundings may be needed to move him into "married man" mode. It will definitely make room for your nesting instincts to flourish.
