I know-it means waiting for the next war in order to transport the troops.

But we saw a film of the Holocaust in school, and when they were showing the weed-overgrown rail sidings where they unloaded the human cargo, those words popped into my head. I kind of tailored it in my mind to mean that it could happen again (and it did-Pol Pot, Slobodan Milosevic) if we're not careful-sort of a "he who forgets his history is doomed to repeat it" thought.
