James Randi offers it because he knows no one will ever prove it and no one ever has, it defies the laws of physics
any "proof" that it exists is...
anecdotal (people telling stories of what they saw/felt/heard/sensed etc which is never scientific nor reliable)
or
trickery (Uri Geller is a perfect example, he just an illusionist and was humiliated on the Tonight Show because Johnny Carson was a former magician who got some tips from James Randi on how to expose him)

I found video on youtube about Uri Geller at Stanford and in that video Uri could confirm that he could use telepathy.

My wife uses telepathy to know the exact moment when I am about to tell her something, for her own benefit, and which she needs to know. At this moment she interrupts my sentence, finishing it for me, and converting it into a promise to get her something!

Randi`s money is safe especially because I believe he withdrew the offer after it stood for a decade or so.
No one can offer ANY evidence for telepathy in scientifically controlled environment.

he just won't accept random applications on the internet like he used to, since it was a colossal waste of time (hundreds of kooks submitted forms and the majority of them weren't even filled out right)
he basically keeps it open to the "famous" psychics, the ones who profit from it with media and such
