I have a DVD with Balloonland (Pincushion Man) around here somewhere. But that's 1935 or something like that.

Popeye was an extremely popular Sunday comics character that got converted to movies

he bounced around to many different studios so he never had much consistency

started with the Fleischer studios until Paramount purchased them

then United Artists bought the catalog and eventually got sold to MGM and Turner

Mighty Mouse was a "Terrytoon"

they had some movie shorts in the 40's that were cheaply made (compared to the other studios) and he resurfaced as a TV show that led to his popularity (they also made Caspar and Baby Huey)

Underdog was the creation of Jay Ward who did TV cartoons and was most famous for Rocky and Bullwinkle

(also George of the Jungle)

he was ahead of his time for TV
